In other words, professionals mix this with bleach or color to activate it. 40 volume is primarily used for lifting color, and the color mixed with it either boosts the lightening action, or lightens and slightly tones, depending on the formulation. Used alone, it is lightening your hair color with no toning (exposing any warm undertones your hair has). This is typically not how the product is used.
However, mixing a 40 volume with a color or bleach would probably be going overboard, since your hair color would most likely lift (with the proper color) with just a 20-30 volume, depending on your goal, which would cause less damage (40 is pretty potent).
I do not recommend you apply this to your eyebrows, because if it gets into your eyes, it could cause blindness. It also has the potential to irritate or burn your skin.
And no, your color will not go back darker where the peroxide was applied. Once you lighten your hair, the only way to go darker is to color it darker or to let it grow out.
I'm not sure of the possible side effects of using this product the way you have, but I would recommend letting your stylist know that you have done this if he/she is wanting to perform any sort of chemical service on you. Special precaution may need to be taken in ensuring that your hair does not become overprocessed.
