This is a conservation of momentum problem. The clay being dropped into the cart is just a somewhat different way of talking about an inelastic collision. You ignore the downward momentum of the clay, since the cart can't go down. So the cart's momentum before the clay will be equal to the momentum afterwards. m1 = mass of the cart, 150 g
v1 = initial velocity of the cart 16.5 cm/s
m2 = mass of the clay, 22.1 g
v12 = the final velocity of the combined cart with clay

Just solve the equation for v12
m1 * v1 = (m1 + m2)v12
v12 = [m1/(m1 + m2] * v1
v12 = [150 g /(150 g + 22.1 g)] * 16.5 cm/s
v12 = (150/172.1) * 16.5 cm/s
v12 = 14.4 cm/s
